Whether Basic Law of Afghanistan has ability of Adjustable? This topic is discussing and starting on the election of 2009 as a topic of Hard Talk: Abdullah Abdullah candidate president of election 2009 said in his plans: “If I will become future president of Afghanistan then I will bring system of Prime Minister in the government of Afghanistan”. I have to say that now system of president is present in Afghanistan but Hamid Karzai make competence and decision by him means Despotic Rule. Because of that law and system of Prime Minister is not present in Afghanistan and therefore meetings of Cabinet establish by president but Hamid Karzai never go to meetings of Parliament but he has Minister (Minister belong to Parliament). I think one of reason that after seven years of Bonn’s Conference peace is not present, cultivation and smuggling of drugs and narcotics increases, terrorism increases, administrative corruption and bribe increases in Afghanistan and it is only because decision and competence of Hamid Karzai. It is clear that Hamid Karzai is insufficient president. On the present situation of Afghanistan and also from the view of history of Afghanistan Prime Minister can answer on any topics to Parliament and Parliament is assistant of Nation. On the view of Basic Law of Afghanistan Unit 10 matter 150, president can invite Loya Jerga and from all members of Loya Jerga if many of them will accept system of Prime Minister then it will happen. If any one becomes future president of Afghanistan then he must mix the system of President with system of Prime Minister on the Basic Law of Afghanistan. Means government should always give answer to Nation (And assistant of Nation is Parliament). |
