Why within these last thirty years especially from the year of 1991 to 2007 balance of cultivation of opium and Charas in Afghanistan become increased after Bonn’s Conference and invention of new government? According to the opinion of United Nation 70000 soldiers from 40 countries and soldiers of USA, Europe, NATO and United Nation are under the frame of ISAF and they are working for the peace Afghanistan. But unfortunately cultivation and smuggling of opium and Charas in Afghanistan become in the top position in the whole world. In spite of it that the areas of South Afghanistan are areas of war, cultivation, smuggling, buying and sailing of opium and Charas make a deluge. Politicians and journalists of whole world express their feeling that it is very anxiety that almost all opium and Charas of whole world cultivate in Afghanistan. United Nation by supporting government of Afghanistan and by too much money are making effort to stop this bad disaster. Some cultivators of drugs cultivate opium and Charas in the areas which is under the control of government. If in this manner cultivation, smuggling, buying and sailing of opium and Charas going fast then this bad disaster take the whole world. In Dari programmed of radio “Ashna” which is in the voice of America an interview was took place with Jawad Tayib (Ambassador of Afghanistan in America) about the topic of drugs in Afghanistan on the night of 29th June 2007 in America. Jawad Tayib said in his interview: “Taliban cultivate opium and Charas and send to other countries by contraband in order to get money for their war.” If Taliban are busy in cultivation of opium and Charas then who are fighting in Afghanistan? Taliban have no time for the cultivation of opium and Charas because the war of Taliban is “war to runaway”. Perhaps some people of villages helping Taliban to cultivate drugs if people of villages helping Taliban in cultivation of drugs, then why these people are not helping with government of Afghanistan? Mr. Jawad Tayib must to answer these questions. In view of UNHCR: Afghanistan is the number one country to plantation or cultivation of opium, Charas, cocaine, drug etc. (The government of Afghanistan must be strong and honest) and without help of some members of government of Afghanistan the plantation of drug is not possible. United Nation give their opinion on the occasion of International day against drug abuse on the month of June: 92% of drugs cultivate in Afghanistan. And also on the date of 28 August 2007 in conference of Kabul about the drugs, United Nation gives their report that 46% of opium and Charas cultivate in Helmand (Helmand is a celebrated city in South of Afghanistan) and 93% of opium and Charas of whole world cultivate in Afghanistan. Hamid Karzai president of Afghanistan participated in this conference also, and he said in this conference: (I don’t want to participate in this conference because it is very shameful for me and for people of Afghanistan that almost all opium and Charas of whole world cultivate in Afghanistan and also cultivation of opium and Charas become famous in our country. Prevention from cultivation of opium and Charas is the duty of champions of Afghanistan and also Hamid Karzai said to champions of Afghanistan: (You should not obey from foreign champions. You should stand by order of your principal means your principal is government of this province). Business of cultivation of opium and Charas is belonging to International Mafia and with this International Mafia some soldiers of foreign countries cooperated. It is very interesting that Hamid Karzai confesses delirious about cultivation of opium and Charas, but they have no way to solve this problem or maybe it lies beyond Hamid Karzai competence that they can’t prevent from cultivation of opium and Charas. In new constitutional law of Afghanistan section one, number seven, government have been written as: (government of Afghanistan prevent from any type of Terrorism, cultivation and smuggling of opium and Charas). Thus a Ministry added under the frame of government of Afghanistan which is called Ministry of Campaign against drugs. But this Ministry doesn’t give a good result. My (writer of this topic) opinion is following as that I am reminding you as a sample: 1- Within these last thirty years of warrior in Afghanistan and invention of puppet government system of cultivation of farmers become damage and their economical life become spoil. Since everywhere was fighting and due to fighting and shortage of economics some farmers cultivate opium and Charas. International Mafia and drug dealers give money to cultivators of drugs and give some amendment seeds of opium and Charas and when cultivators of opium and Charas take production of opium and Charas then these International Mafia and drug dealers came and take opium and Charas from cultivators of drugs and packing in big cars. 2- New constitutional law as a (Law of mother) says that parliament (those who make law) must take a action for those who cultivate opium and Charas that they will be sentence to jail, and also make a new law for drug dealers and International Mafia when they will enter into Afghanistan, they will must suspect. I don’t know till now whether a person had punished in the crime of cultivation of drugs or some member of International Mafia in Afghanistan. If it was happened then why it is not broadcasted in televisions, radios and in some foreign newspaper? 3- Ministry of campaign against drugs invented, government consume on this ministry. Some times some members of this Ministry bombarding some places with the help of jets and in televisions and radios broadcasted that in such area some amount of opium and Charas was arrested. But many times televisions and radios were broadcasted that in such area opium and Charas was arrested but these opium and Charas was on fire. Nobody knows that real amount of opium or Charas was how much and how much it was on fire. If this propaganda is true then Ministry of Campaign Against Drug is fail in their activity. Some times small farmers are arrested but where are big farmers of opium and Charas? Why law of Afghanistan didn’t take action for those who cultivate opium and Charas? According to the law, cultivators of drugs should be punished but why it is not happening. Perhaps Hamid Karzai is afraid that if he punishes some farmers for their crime of cultivation of opium and Charas then perhaps they will go to the groups of Taliban or maybe he is afraid from drug dealers and from International groups of Mafia or maybe government of Karzai is weak or maybe some members of government of Karzai have a relation with drug dealers and International Mafia. There are hundreds of questions which have no answer. NATO, United Nation, USA want to finish places of cultivation of drugs, but in spite of it that in the area of Helmand, a market is present in the near of Military station of USA, UK and NATO. And even in the area of Helmand some factory of Heroin made. Every one knows about this big market and this factory. Journalists and Reporters broadcasted but why government didn’t take an action? Since hundreds of places bombarding where hundreds of poor people live and that bombarding is because of following Taliban and again poor people died in this bombarding but about cultivation of drugs they keep their eyes close. 4- I write in my another book (war and peace in Afghanistan after the five years of Bonn’s Conference) that in beginning government take a action that 300 Dollar was given to those farmers who didn’t cultivate opium and Charas but this plan also doesn’t give a good result. 5- It is reality that International Mafia and drug dealers is like chain of world and they have relation with each other and also Mafia and drug dealers have dominate over Afghanistan so their work is Terrorism, smuggling, buying, sailing and distribution of amendment seeds of opium and Charas and even smuggling of some people to other countries like Europe, USA. All this type of work is belong to International Mafia. Perhaps government of Afghanistan or maybe agents of International Mafia are present in government of Afghanistan or maybe some members of Hamid Karzai know that who is agent of International Mafia. But these members cannot disclosing that agent, maybe International Mafia not present in Afghanistan but opium and Charas cultivate in Afghanistan and also buy and sail in Afghanistan but who are dealers and buyers of opium and Charas? Two years back Jalali ex Interior Minister of Afghanistan give his resignation. He said in his interview that some smugglers had arrested with their diplomatic bags in the airport of Kabul. And maybe when he contact to Hamid Karzai and maybe Karzai had said that don’t long this case or maybe Karzai said that give a liberty to smugglers but Jalali had not disclosed that who are smugglers? In fact Jalali didn’t take name of Hamid Karzai only Jalali said that these smugglers have relation with high members of government of Afghanistan. And also Jalali didn’t take the name of these members but from one list of 17 person, Jalali said that some high member of government have relation in this case of smuggling. So when this case goes into narrow point then Jalali had given his resignation. Now Jalali is professor in one of Military University in USA. Jalali said in his second interview that when anytime people of Afghanistan want him for service of people he will be back into Afghanistan. 6- Government of Afghanistan from Ministry of agriculture didn’t do anything for farmers of Afghanistan. And it is very interesting that where is 14 billion dollar which have helped from International Countries? Government of Afghanistan should be working so hard to prevent drugs from their country. Government must give amendment seeds of wheat and other grains to farmers; they must give places where farmers cultivate wheat and other grains easily. Also government must give fertilizer and special medicines that their production of grains and wheat become free of germs and bacteria. And the most important point that government of Afghanistan should give some amount of money that farmers take two productions in one year. For example there is four season in one year (Spring, Summer, Autumn, Winter) and in this four season farmer should take two production of grains and vegetables. If agricultural work have been done with the help of machines then maybe taking of two productions in one year become possible. But when any members of government of Afghanistan give interview all of them say that they have no money. In the end I must say that according to the opinion of United Nation, government of Afghanistan has been working so hard for the people of Afghanistan. Then why government of Afghanistan fails in the campaign against drug? The reason is that government of Afghanistan didn’t do anything for the people of Afghanistan and it is due to United Nation in Afghanistan some benefit work done. According to my opinion (writer of this topic) the way of solving a problem of campaign against drug, is that a peace will must come in Afghanistan, in fact from top to end. Peace must fix in Afghanistan and also this peace will come with the help of people of Afghanistan and in presence of democracy and the most thing is that the hearts and hands of members of government of Afghanistan should be neat and clean, till that they can prevent from any type of crime such as bribery, smuggling, cultivation of drug and hundreds and thousands of crime. And also member of government of Afghanistan should compare themselves equal to the simple and poor man. In this way maybe any crime will be finish from Afghanistan, maybe even cultivation of drug will be finish from Afghanistan. Drugs have not antecedent in Afghanistan before 30 years, only after this 30 years and after warrior of Afghanistan and after wars of “Khana Jenghi” this drugs become famous in Afghanistan. And also I must say that the responsibility of problems of drugs not only goes to cultivators of drugs. In the end I must say that I am very shameful as a writer of Afghanistan because I write in this topic that almost opium and Charas of whole world cultivate in Afghanistan but what can I do and this is true almost a large percentage of opium and Charas cultivate in Afghanistan.
