Election of Member of Parliament of Afghanistan on the year of 2010 New Political Problem? On the history of Afghanistan approximately 90 years before parliament have been made and till today parliament have been spend three following terms and durations: 1) First Term: Kingdom Parliament have been started on the reign of Amanullah Khan on the year of 1922 till the year of 1973 means on the fall of kingdom reign of Muhammad Zaher Shah and Parliament of this term fall on the reign of Daod Khan. Parliament of this term was kingdom and this information is present in the different political and historical books. From those books one is “Political History of Afghanistan (written by foreign writer Lodwek W Armek in the page of 181)” and the other book is in the name of “History of Parliament in Afghanistan (written by Afghan writer Abdullah Mehraban in the page of 54)”. On that time car was not there in Afghanistan (only one car was present for King Amanullah Khan and afterward that car became an ancient tradition in the Museum of Kabul till the year of 1992 but unfortunately on the year of 1992 Mujahedeen steal all ancient tradition include this car from Museum of Kabul). Anyways on that time Members of Parliament gone and came to Parliament everyday by riding horses or by walking. On that time Monthly Salary of each Member of Parliament of this term was in Kabuli Rupaya but afterward on the year of 1959 monthly salary of each Member of Parliament increased into 5000 Afghani according to 150 US Dollar and then many especial minibuses picked and dropped every Member of Parliament of this term to parliament and to their houses everyday. And then 12th duration of Parliament have been started and monthly salary of each Member of Parliament of this term increased into 10000 Afghani according to 300 US Dollar (on that time Abdul Ahad Karzai father of Hamid Karzai Present President of Afghanistan) was Member of Parliament from people of Khandahar but afterward his father killed on the duration of Taliban) on that time governmental buses picked and dropped them to parliament and to their houses everyday. Following economical projects was made by Parliament of this term are: Highways in the name of Salang between North and South of Afghanistan on the year of 1964, Canals for Irrigation in the name of Nangarhar (Jalalabad) on the year of 1965, Highway in the name of Keshek Nakhod in the way of Herat and Khandahar on the year of 1965, Sherkhan Bandar (Border) in Kunduz between countries of Middle Asia in Afghanistan on the year of 1966, Organization of Production of Electricity Naghlo in the east of Kabul on the year of 1967, export of Natural Gas by pipelines from Sheberghan to USSR (Russia) on the year of 1968 and another. Afterward 13th duration of Parliament have been started and Democracy came in the face of West on the duration of Muhammad Zaher Shah and then political conflict have been started and then old and new tumult and jangle have been started between Democracy and Warlord people and then upon these matters Parliament of this term (First Term) finished. 2) Second Term: On the year of 1988 and after leaving of soldiers of USSR (Russia) on the duration of Doctor Najeebullah and on the duration of Party of Democratic People of Afghanistan (Ezeb Watan) Parliament of this term have been started. On that time monthly salary of each Member of Parliament increased into 40000 Afghani according to 700 US Dollar. On that time Minibuses picked and dropped some of Members of Parliament of this term to parliament and to their houses and some of them by some small fast cars, on that time Member of Parliament of this term has been lived in the Flats (Makroyan) without rent. Parliament of this term was very short and this term doesn’t have an economical record because after fall of government of Doctor Najebullah this term of Parliament also fall and this is present in the history of Afghanistan. 3) Third Term or Present Term: This term have been started after Bonn’s Conference and after two circles or rings (Loya Jergas) and after invent of New Basic Law this term of Parliament have been started five years before. Five years have been passed from Parliament of this term and upon “New Basic Law chapter 5” a New Election must be take place on the month of August 2010. Everybody knows that Members of Parliament of this term are so rich and expensive and many of them are warlord people and smugglers of foreign countries and Members of Parliament of this term are also appointed by Hamid Karzai in the favor of Hamid Karzai. On the other side few people elected as a Members of Parliament from people of Afghanistan and they are honest and they are minority. As I see it Monthly Salary of each Member of Parliament of this term is 20000 US Dollar and the rent of their houses is 13000 US Dollar and salary of each Security Guard is 7000 US Dollar anyways totally each Member of Parliament of this term take 40000 US Dollar in the name of Monthly Salary every month. Suppose if all Members of Parliament and Senate of Afghanistan are 300 people then every month this 300 people take 40000 US Dollar and it becomes 12000000 US Dollar every month and it becomes 144000000 US Dollar every year (in 12 months). It is very painful that 144000000 US Dollar expended every year from Afghanistan which is a poor country in which 95% people are poor and even they don’t have money for their meals. All of these monies are those funds which are helping from foreign countries to poor people of Afghanistan but these funds expended in useless matters. Poor people of Afghanistan are happy that they have Government, Parliament and Senate only in name not in practical. Anyways duration of Members of Parliament and Senate is going over and they are ready to elect or appoint some people as a Members of Parliament. It is clear that normal people of Afghanistan can’t be the Member of Parliament, upon view of Present Members of Parliament of this term they must be warlord or Hamid Karzai appoint them or they appoint by recommendation of foreign countries. I have been written about the Members of Parliament of this term in my one article and publish it in Asia Front News on the date of 5 February 2009 in the name of (Administration Department of Lawmaker of Afghanistan). I must include this matter that no one can ask question from Members of Parliament as an assistants of Afghanistan about their job. It means that their job is an irresponsible job so therefore every group and party wants to enter their people or assistants in the future Parliament of Afghanistan. Even some people make business in Parliament and perhaps International Mafia will make business because they want to increase smuggling and cultivation of Drugs. Members of Parliament of this term are also applicable in Administration Corruption, it is said that (Present Members of Parliament on the year of 2009 in the situation of voting to Members of New Cabinet took bribe of 2000 US Dollar from Previous Ministers and took 5000 US Dollar from New Ministers). So no one can ask question from these people. All of these are pain for my country (Afghanistan) and it is unfortunate for my Afghanistan. Old Committee of election become disgrace because of fake and counterfeit in Presidential Election of 2009 of Afghanistan but none ask from them about this matter why? New Committee of Election will make fake in Election also like Old Committee of Election because they know that Law is only by name Parliament, Government and Senate and Court are against of Nation of Afghanistan because every body know that within these nine years no one draw in Court in the name of Bribe and any crime and it is clear that Nation of Afghanistan is in prison by some Powerful Groups. |
